Public institution就是“事业单位”。除了public servant（公务员）这个金饭碗，SOE（国企）和事业单位也是求职者的首选。公务员意味着stability（稳定）、high social status（较高的社会地位）、decent pay（可观的收入）和good social welfare（良好的福利待遇）。事业单位一般收入不高，但比较稳定。
今年的tough employment situation（严峻的就业形势）又把求职者们推上了national civil service exam（国家公务员考试）这座独木桥。公务员考试分为administrative professional ability test（行政能力测试）和argumentative essay writing（申论）两部分。当前政府正努力提高国考的透明度，包括在网上发布面试入围者的notification（通告），还有建立申考者的credit record（信用档案）。
